UK Offers Solar Panel Grants and Financial Assistance (July 2025)

New Solar Panel Funding Options Announced for Low-Income Households in the UK

Starting from April 2025, several new initiatives aim to make solar panel installations more accessible for social housing residents, lower-income households, and renters across the UK. Here's a breakdown of the key funding options available as of July 2025.

Warm Homes Local Grant

From April 2025, the Warm Homes Local Grant will provide up to £15,000 for energy-efficiency improvements, including solar panels. Eligibility depends on the home's energy performance rating (typically D to G) and regional criteria. This grant is administered by local authorities in England that have signed up, with average awards around £10,000. To apply, one must check eligibility, submit an application, and undergo an assessment and installation process.

Energy Company Obligation 4 (ECO4) Scheme

The ECO4 scheme, available until March 2026, offers partially or fully free solar panel installations for households with low income (below £31,000) or with members suffering from health conditions worsened by cold homes. To apply, one must contact a participating energy supply company.

Smart Export Guarantee (SEG)

The Smart Export Guarantee (SEG) enables small-scale, low-carbon electricity generators to receive payments for any surplus electricity they export back to the grid. This means that solar panel owners can potentially earn money by giving energy back to the grid, earning up to £80 to £170 per year on top of energy savings.

Warm Homes Plan

The Warm Homes Plan, available from April 2025 - 2028, offers funding for new solar installations to social housing residents, lower-income householders, and renters. Eligibility is further determined by energy performance needs, income, benefits, and regional council discretion. Low-income households and renters will be eligible to receive up to £30,000 each for home improvement projects under the Warm Homes Plan.

0% VAT on Solar Panels & Batteries

Starting from April 2022, there is 0% VAT on solar panels, batteries, and other renewable energy products, allowing for a discount of up to £2,850 on the purchase of a 4kW solar system. This offer will last until March 2027.

Home Energy Scotland Grant and Loan

The Home Energy Scotland Grant and Loan offers £5,000 loan funding for solar thermal and hybrid solar PV/water heating, available from April 1st 2022 - March 2026.

Great British Energy £10 million funding

The Great British Energy £10 million funding, announced in July 2025, targets further rooftop solar rollout through additional funding aimed at expanding installations, though details on eligibility and application are less specific.

Free solar panels eligibility

Only about 13% of UK households qualify for grants offering free panels under stringent criteria targeting the most deprived homes, mainly in England and Wales.

Other supports

Besides grants, there are VAT reductions on solar installations valid until March 2027, and subscription options like Sunsave Plus that provide solar and battery packages with no upfront cost, appealing to those not qualifying for grants.

In summary, the primary funding option for July 2025 is the Warm Homes Local Grant in England, supported by ECO4 and SEG schemes. Eligibility often depends on income, local authority participation, and property energy rating, with several regional or scheme-specific criteria to meet.

  1. Solar panels and heat pumps could potentially become part of a holistic approach to health-and-wellness, as the Warm Homes Plan, starting in April 2025, offers funding for new installations in social housing and low-income households, aiming to create warmer, more energy-efficient homes that support mental health and overall well-being.
  2. For those interested in fitness-and-exercise, the Smart Export Guarantee (SEG) offers additional income opportunities through the sale of surplus energy generated from solar panels, allowing fitness enthusiasts to earn extra money while promoting renewable energy and lowering their carbon footprint.
  3. To ensure a balanced and nutritious diet, it is crucial to consider the environmental impact of food production and consumption. The increased accessibility of solar panel installations through various funding options, such as the Warm Homes Local Grant, ECO4, and SEG, can lead to a reduction in energy costs, affording households the opportunity to invest in sustainable, locally sourced nutrition.
