Nizhny Novgorod Introduces Parental Basic Income Program
In a bid to support families and improve children's living conditions, the Nizhny Novgorod region has launched the Parental Basic Income (Osnova) program. This regional social support initiative aims to provide a guaranteed minimum income to families with children residing in the region.
Program Details
The Parental Basic Income program offers financial assistance to eligible families in the form of monthly payments or one-time lump sums. To qualify, the mother and child must be temporarily or permanently registered in the region, and the birth of the child must be registered with local ZAGS offices.
For the first child, families can receive 360,000 rubles, or 10,000 rubles per month for three years. The funds can be deposited onto a bank card and are intended for various child-related expenses, such as food, clothing, education, healthcare, and extracurricular activities.
The program is flexible, allowing families to choose between monthly payments and lump sum payments for subsequent children. For example, parents of a second child can opt for monthly payments of 22,222 rubles or a one-time payment of 500,000 rubles, followed by 20,000 rubles for 15 months. From the fourth child, parents can choose between monthly payments of 30,000 rubles for three years or a one-time payment of 1 million rubles.
Public Support
According to a recent survey, 62% of Nizhny Novgorod residents indicated that they would prefer monthly cash payments for children until they reach adulthood instead of or in addition to targeted payments. Since July 1, 84% of recipients of the regional family capital have chosen the format of regular monthly payments of 10,000 to 30,000 rubles.
Background
The Parental Basic Income program is part of the Five-Year Family Plan and the national project "Family". Governor Gleb Nikitin stated that raising children is a responsible task and being a parent is a complex but prestigious profession. He also emphasized that if being a parent is a profession, then there should be a salary, summarizing the Year of the Family in the region.
The development of the family support measure in the form of parental basic income was based on data obtained from a two-stage study conducted by the Institute of Demographic Development in 2024. The region allocates the entire million for starting from the third child, offering various payment options for subsequent children, allowing families to choose between monthly payments, lump sum payments, or a combination of both.
