For the best protection, authorities recommend combining engineering controls (guards/opening control devices), environmental changes (removing climbables), and supervision/education. It's crucial to fit window guards with an emergency release that adults can operate from the inside in case of fire or other emergencies.

Other measures include keeping furniture, beds, and other climbable objects away from windows and balconies, supervising young children near windows, and teaching older children about window safety and the dangers of leaning or playing at openings.

For high-rise units, balcony and window railings should meet local code heights and spacing limits, with any loose or missing guards promptly reported or repaired. Building or shelter management directives should also be followed, and overheating or ventilation issues should be reported so occupants are not forced to leave windows wide open for airflow.
