London's Homelessness and Addiction Recovery Treatment (HART) Hub: Still Awaiting Official Opening

As of August 2025, London's much-anticipated Homelessness and Addiction Recovery Treatment (HART) Hub remains unopened, with no firm opening date yet confirmed. The delay in launching this centre, which aims to support homelessness and addiction treatment in London, has been primarily due to uncertainty and delays in receiving provincial funding.

Officials have assured that the necessary funding for the HART Hub is forthcoming, but no specific timeline has been provided. The province has committed to funding the HART Hub in London, and the total cost of the proposed centre is estimated to be $6.3 million.

The HART Hub is expected to operate 60 treatment spaces inside the Salvation Army Centre of Hope. In addition, the hub will provide 60 supportive housing units elsewhere in the city. The Canadian Mental Health Association (CMHA) Thames Valley Addiction and Mental Health Services have stated that they are unable to hire staff and provide an opening date until provincial funding is confirmed.

The HART Hub model of care was inspired by London's homelessness strategy, and it is one of 28 new HART Hubs being opened in cities across the province over four years, at a total cost of $550 million. Nine HART Hubs opened on April 1 in six cities where supervised drug consumption sites were closed by the province. However, London's HART Hub did not meet its initial target date of April 1, and subsequent revised opening dates in May were also missed.

Rob Flack, Minister of Municipal Affairs and Housing and MPP for Elgin-Middlesex-London, is in regular communication with the Minister of Health and the Premier regarding the HART Hub. Other communities are already providing the provincially-funded addiction treatment and healthcare services offered by the HART Hub.

While the exact opening date for London's HART Hub remains uncertain, the province's commitment to funding the centre gives hope for those in need of supportive housing and addiction recovery services in London. The HART Hub is expected to make a significant difference in the lives of many individuals and families in the city.
