Enhancing Support for Suicidal Students in Hong Kong by 2025: Policy Proposal
The Hong Kong government, led by Minister President Winfried Kretschmann, has declared significant changes to the Three-Tier School-based Emergency Mechanism. The initiative, introduced in late 2023, was designed to tackle the rising concerns of suicide prevention among primary and secondary school students.
John Lee Ka-chiu, the city's leader, made this announcement during his fourth policy address. He revealed that the Three-Tier School-based Emergency Mechanism would be a regular feature for secondary schools this academic year, and would be extended on a trial basis for early identification and intervention in primary schools.
The expansion of the Three-Tier School-based Emergency Mechanism aims to facilitate early identification and intervention for suicide prevention. Primary Four to Six students will now have access to professional help under this program. For secondary schools, the Three-Tier School-based Emergency Mechanism will be made permanent this academic year.
During the same period, the Social Welfare Department handled 243 referrals from schools to non-governmental organizations for the Three-Tier School-based Emergency Mechanism. Between November 2024 and June of the same year, the Hospital Authority received over 100 referrals from principals for the Three-Tier School-based Emergency Mechanism.
Less than 10% of the referrals received by the Hospital Authority during the mentioned period were urgent cases. Sixty percent of the referrals were categorized as semi-urgent. This suggests that the Three-Tier School-based Emergency Mechanism is effectively identifying and addressing the needs of students at risk.
The Three-Tier School-based Emergency Mechanism is a professional help program for Hong Kong secondary school students at a high risk of suicide. The initiative was revamped in November of the following year, demonstrating the government's commitment to continuous improvement and support for students' mental health.
The launch of the Three-Tier School-based Emergency Mechanism and its subsequent extensions signify a significant step forward in addressing the mental health needs of Hong Kong's youth.
