As of June 11, 2021, in Düsseldorf, Germany, the city has taken a cautious approach to easing COVID-19 restrictions, allowing for a gradual reopening of cultural events, sports, and social gatherings while maintaining protective measures.

Private gatherings are now permitted indoors with up to 20 people and outdoors with up to 50, provided the 7-day incidence rate remains below a defined threshold. Masks are mandatory in public indoor spaces, including retail stores, public transport, and cultural or sports venues.

Cultural and sports events are permitted with limited capacity based on the current infection rates. Audience numbers are capped, and conditions such as distancing and mask-wearing are enforced. Outdoor and indoor theaters, operas, and cinemas can accommodate up to 1,000 people, given a seating plan, a negative test, and a seating arrangement in a checkerboard pattern. Non-professional rehearsals can take place indoors with 50 people and a test, with singing/brass instruments limited to 30 people and a test.

The ban on gathering and alcohol consumption in the old town still applies, despite the relaxation of other measures. Meetings in public spaces for up to 100 people are allowed with negative tests, regardless of the number of households. Outdoor contact sports are possible with up to 100 people, provided there are negative tests.

From September 1, 2021, sports events without a limit on the number of people are allowed with an approved concept and negative tests, except for events outside of sports facilities. Music festivals with up to 1,000 spectators will be allowed with a negative test and an approved concept. The local ban on gathering and alcohol consumption in the old town and the Rhine promenade will be lifted.

Private contacts in public spaces are now allowed without restriction for members of five households. Indoor contact sports are allowed with up to 1,000 spectators (maximum 33% of capacity), given a seating plan, a seating arrangement in a checkerboard pattern, and negative tests. Fully vaccinated and recovered individuals are not counted in the household limit for public meetings.

Outdoor sports facilities can accommodate more than 1,000 spectators, but no more than 33% of the capacity of the sports facility may be used. The local mask requirement will be lifted in the old town, including the Rhine promenade, city center, and main station.

Mayor Dr. Stephan Keller thanks Düsseldorf residents for adhering to the mask requirement, ban on gathering, and alcohol consumption in public spaces. Burkhard Hintzsche, City Director and Crisis Staff Leader, urges continued observation of distancing rules and the mask requirement.
