Saxony's Repayment Process for Corona Aid Under Scrutiny

The Alliance for Sahra Wagenknecht (BSW) in the Saxon State Parliament has expressed concerns over the handling of repayments for Corona-emergency aid. Jens Hentschel-Thoricht, a parliament member, criticized the Saxon Reconstruction Bank's practices, stating they are bureaucratic, opaque, and disproportionately burdensome for small businesses and micro-enterprises.

Hentschel-Thoricht raised two queries in the parliament, receiving responses from the Ministry of Economics. According to these responses, more than 66,000 companies have been contacted to participate in the reporting procedure for aid. These companies must demonstrate the necessity of subsidies at the time and repay any excess funds.

By the end of March 2024, over 13,600 recipients of the corona grant had voluntarily made repayments. Additionally, around 2,550 repayments were made following collection efforts, such as those prompted by a criminal complaint. Notably, repayments made within the context of the reporting procedure were not included in these figures, as this process began in November 2024.

Hentschel-Thoricht raised several issues. He commented that those who received aid during the pandemic are now, years later, being asked to provide extensive reports, without the option to claim entrepreneur's allowance or consider their actual living expenses. Furthermore, the grant was initially communicated as non-repayable aid.

The Ministry of Economics stated that recipients were informed, both through approval notices and FAQs published during the application phase, that the grants could only be used to cover the immediate economic hardship caused by the corona pandemic during the grant period.

BSW Demands Immediate Halt to Repayment Demands

Hentschel-Thoricht reinforced the BSW's call for an immediate halt to repayment demands until a thorough, transparent, and fair review is guaranteed for all parties involved. He noted that those who trusted state promises at the time should not be punished twice under the current circumstances.

During the COVID-19 pandemic, the German government provided emergency aid to businesses to help them manage economic difficulties related to the pandemic. Companies that received aid are required to demonstrate the correct use of funds and comply with repayment terms as part of the standard process for handling repayment demands managed by state authorities.

However, the handling of reclaims of Corona aid in Saxony has drawn criticism, with the BSW pointing to potential issues in the transparency, traceability, and fairness of the repayment process. To ensure these qualities, communication must be clear, tracking systems should be robust, and all businesses must be treated equitably. Enhancing transparency, implementing tracking systems, and ensuring fair treatment for all involved are essential for a transparent, traceable, and fair review.
