The Philippine government's crackdown on online sexual abuse and exploitation of children (OSAEC) continues, with two suspects arrested and five children safeguarded in separate operations in Mindanao last month. International cooperation played a significant role in these operations, facilitated by the Australian Federal Police and the Philippine National Police (PNP).

The operations, which occurred on April 9 in Dapitan City and April 23 in Aurora, Zamboanga del Sur, were prompted by case referrals from the Australian Federal Police, following an earlier investigation involving a suspected sex offender in Darwin, Australia. These referrals were coordinated through the Philippine Internet Crimes Against Children Center.

Apart from the five minors, one adult was also rescued, who was misrepresented as a minor by one of the suspects. The suspects allegedly offered to livestream the sexual abuse of two female minors in exchange for payment. Three children-at-risk were also removed from the crime scene for further assessment.

International Justice Mission (IJM) supported both operations, providing the Mindanao Field Unit (MFU) of the PNP-WCPC with logistical and technical assistance. IJM also trains Philippine law enforcers on OSAEC investigations and organized mentoring sessions, which benefited investigators involved in the April operations.

According to IJM's Scale of Harm prevalence study, nearly half a million Filipino children are victims of OSAEC each year. In its most heinous form, this crime involves trafficking children for livestreamed sexual abuse, often perpetrated by family members or trusted individuals in contact with remote sex offenders abroad.

The Australian offender was charged with five offenses in Darwin Local Court last May 27. He was arrested in Darwin in January this year, after Australian investigators found sexually explicit videos and images of children on his mobile phone during a search warrant execution.

In a statement, Atty. Samson Inocencio Jr., national director of IJM Philippines, commended the PNP-WCPC and Australian law enforcement for their collaborative efforts in holding OSAEC perpetrators accountable, from both the "demand" and "supply" sides. He emphasized the importance of cooperation among Philippine authorities and their counterparts overseas in protecting Filipino children from online sexual exploitation.
